Introduction

The Moraine Park Technical College District is governed by a nine-member Board of Trustees representing the communities served by the ten-county District. Each year, three members are appointed by a committee consisting of the county board chairpersons of the ten counties belonging to the Moraine Park Technical College District: all or the majority of Dodge, Fond du Lac, Green Lake, and Washington counties; and portions of Calumet, Columbia, Marquette, Sheboygan, Waushara, and Winnebago counties.

Board Powers

The Board powers are established under the provisions of Chapter 38 of the Wisconsin Statutes and include:

  • Authority to borrow money and levy taxes.
  • Budgetary authority.
  • Authority over other fiscal and general management of the District, which includes, but is not limited to, the authority to execute contracts, to exercise control over facilities and properties, to determine the outcome or disposition of matters affecting the recipients of the services being provide, and to approve the hiring or retention of key management of key management personnel who implement Board policy and directives.

Board Membership

The District Board has nine members:

  • 2 employers
  • 2 employees
  • 1 elected official
  • 3 additional members
  • 1 school district administrator from a public school district within the Moraine Park District

Each year, three members are appointed to serve staggered, three-year terms beginning July 1. The annual appointment process typically begins in February or March. Board members are not paid except for expenses incurred in the performance of their duties.

In order to be eligible for appointment to the Moraine Park District Board, applicants must:

  1. Live within the Moraine Park District.
  2. Submit a properly completed application form.
  3. Submit at least two letters of reference.
  4. Personally attend the appointment meeting/public hearing to be interviewed in person.

The positions that will be available for application in 2025 for three-year terms expiring June 30, 2028 are:

  1. Employer Member – East
  2. Employee Member – West
  3. Additional Member

In the appointment process:

  • Equal consideration is given to the general population distribution within the district.
  • Equal consideration is given to the distribution of women and minorities.
  • Consideration is also given to representatives of business and industry as required for the employer and employee member categories.
  • No two members of the district board may be officials of the same governmental unit.
  • No district board member may be a member of the school board that employs the school district administrator.
  • All applicants are eligible to be considered for the additional member category.

Board Policy Manual

The Board of Trustees of Moraine Park Technical College will always act in the best interest of the College and the community as a whole. The Board seeks to fulfill its stewardship role on behalf of the residents of the Moraine Park Technical College District.

In its governance, the Board is committed to the College’s core values as stated in the Value Statements, Vision, Mission, Strategic Priorities and Statements listed in the Ends Board Policies. These values will guide development of Board policies and all governance practices of the Board.

The Board will govern Moraine Park Technical College in accordance with its established policies, directives from the Wisconsin Technical College System, and the constitutions and laws of the United States of America and the State of Wisconsin.
